Workforce Strategy as an Instrument of Institutional Performance

Treating people strategy as a governance question, not an HR function.

Workforce strategy is still, in most institutions, filed under human resources — a function to be managed rather than a question to be governed.

That framing understates its weight. Decisions about capability, succession, and organisational design determine whether an institution can execute its strategy at all. They are not adjacent to performance; they are a precondition for it.

Boards that engage with workforce strategy only through headcount and engagement scores are seeing the function, not the institution. The more useful questions are structural: where does capability concentrate, where is it thin, and what happens if the people holding it leave.

Institutional performance, over a long enough horizon, is a function of the people an organisation can attract, develop, and retain at the level its strategy requires. That is a governance question, and it deserves board-level attention accordingly.
